I requisiti includono il passaggio ai viaggi in treno. Ha fissato la seguente regola: i dipendenti federali utilizzeranno la ferrovia per viaggi inferiori a 250 miglia (circa 400 km) quando conveniente e disponibile, invece di prendere un aereo o un veicolo.
