Het rapport geeft aanbevelingen voor de overheid, de industrie en individuen over hoe ze ervoor kunnen zorgen dat vrijwillige compensatie is transparant, geloofwaardig en effectief.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Het rapport begint met een schets van de geschiedenis en ontwikkeling van vrijwillige koolstofmarkten, die bedrijven en individuen in staat stellen hun uitstoot te compenseren door koolstofkredieten te kopen van projecten die de uitstoot elders verminderen of verwijderen. Het rapport merkt op dat vrijwillige compensatie kritiek heeft gekregen omdat het slecht gereguleerd is, waarbij sommige projecten er niet in slagen de beloofde emissiereducties te realiseren, of zelfs tot negatieve ecologische en sociale gevolgen leiden.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Om deze zorgen weg te nemen, beveelt het rapport aan dat de Britse regering een regelgevend kader voor vrijwillige compensatie moet opzetten dat transparantie, additionaliteit en milieu-integriteit garandeert. Het rapport beveelt ook aan dat de overheid normen moet vaststellen voor de selectie en monitoring van projecten, en ervoor moet zorgen dat koolstofkredieten pas worden ingetrokken nadat ze zijn geverifieerd door een geaccrediteerde derde partij.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Naast de rol van de overheid bij het reguleren en bevorderen van vrijwillige compensatie, beveelt het rapport ook acties aan die bedrijven en individuen kunnen ondernemen om ervoor te zorgen dat hun compensatie effectief is:<\/span><b> Het rapport merkt op dat bedrijven zich eerst moeten concentreren op het verminderen van hun eigen uitstoot, en compensatie alleen als laatste redmiddel moeten gebruiken<\/b><span style=\"font-weight: 400;\">.
