Door duidelijke en afdwingbare grenzen te stellen aan de toegestane CO2-uitstoot, wil de nieuwe wet ervoor zorgen dat de klimaatdoelstellingen worden gehaald. Hoewel specifieke drempels voor elke luchthaven nog moeten worden vastgesteld, blijven de plafonds voor meerdere jaren vast, waardoor luchthavens eventuele overtollige emissies kunnen compenseren. Bij de implementatie worden ook maatregelen onderzocht zoals het monitoren en rapporteren van brandstofgegevens om de CO2-emissies effectief te reguleren en te voorspellen.
