Spanish Sustainable Mobility Law to Accelerate Transport Decarbonisation

It marks a major step forward in the country’s efforts to decarbonise the transport sector.

Key steps for aviation and rail:

  • Workplace Mobility Plans are compulsory for large organizations with more than 200 employees
  • Assessing the reduction of short-haul flights where a rail alternative exists with a travel time under 2.5 hours
  • Reintroducing night train services connecting Spain with other European countries

The transport sector remains Spain’s largest source of greenhouse gas (GHG) emissions. According to the Ministry for Ecological Transition and the Demographic Challenge, it accounted for 33.3% of total GHG emissions in 2024.

Transport is also a leading contributor to air pollution in urban areas. Data from the European Environment Agency show that in 2022, poor air quality caused an estimated 30,000 premature deaths in Spain.

The new Sustainable Mobility Law fulfills a key requirement of Law 7/2021 on Climate Change and Energy Transition. The law requires the setting of measurable, binding climate targets for transport in the Spanish National Energy and Climate Plan.
